Job Description: coordinate the site build contractors activities ensuring that mobilization, construction works and acceptances are done within set time frame Ensure that tower foundations works are done in line with MTN Specification Ensure that structural changes are done in line with MTN Specification Assisting in review of BOQs Coordinate activities of the regions and the Site build contractors to ensure that weekly targets for mobilization, and civil milestones are met Review implementation documentations on regular basis Review site build documents and specifications with the appropriate department on regular basis Coordination of site build activities in relation to civil implementation Ensure timely approvals of Site drawings, Change request, Variation Orders and Purchase orders Resolve all Tower related issues within the shortest time frame with minimum impact on roll-out Provide regular update on site build activities and expenditure Conduct site inspections Administration of site build BOQs making sure that BOQ prices are used where additional materials are required Verification and Costing of VOs arising from site build Preparation of variation price list for use by SBCs Coordinate other Civil projects as occasion demands

Qualifications required
1. Advanced university degree in telecommunications, human resources management, management,economics or in a field related to the professional assignments of the post OR education in a reputedcollege of advanced education with a diploma of equivalent standard to that of an advanced universitydegree in one of the above fields. A first university degree in one of the above fields in combinationwith qualifying experience may be accepted in lieu of an advanced university degree in the casewhere no suitable candidate with an advanced degree is identified.
2. Over seven years' experience in HRM/HRD, preferably acquired in a telecommunication/ICTAdministration/Organization or recognized private agency. This experience will include at least fouryears in an international environment.
3. Excellent knowledge of one of the six official languages of the ITU (Arabic, Chinese, English, French, Russian, Spanish) and very good knowledge of a second language, however Spanish is essential Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries.).
Competencies
4. Experience and knowledge of training top-level managers in modern management techniques, as well as good knowledge of the changes going on in the telecommunication/ICT environment such asseparation of regulatory and operational functions, policies and strategies for development of thesector, transformation of operators to be competitive in the open markets, etc.
5. Experience and knowledge of the conditions in the countries of the Americas as well as a goodunderstanding of the problems and aspirations of the countries involved, would be an advantage.
6. Ability to draft precise and analytical reports, project proposals, etc.
7. Ability to use computers and other information technologies, with standard commercial software.Experience and knowledge of e-learning practices and on-line collaboration techniques, at leastthrough Internet/Intranet are required.
8. Advanced communications technologies is required.

This will involve designing, planning, implementing, monitoring, and assessing the economic and strategic studies of the Bank, the intervention and assistance strategies of the Bank in favour of Member StatesMaster's Degree or its equivalent in Economics; • At least 7 years professional experience in studies and analysis of policies on development and the study of the economic conditions of ECOWAS; • Sound knowledge in the area of strategic planning, macro economics, econometrics, international trade and finance, etc; • Have good analytical mind, sense of organization and ability to work as member of a team; • Must be physically fit so as to be able to participate in field missions.
Post N° 3 :: FINANCIAL ANALYST (Grade P3-1 ) The successful candidate will assist in implementing the project financing policy of the Institution within the framework of project cycle• Bachelor's Degree or its equivalent in Accounts, Finance, Management or the equivalent; • At least 5 years professional experience in the analysis, monitoring and financial appraisal of projects; • Ability to analyse and interpret financial documents and prepare financial projections; • Good analytical mind, sense of organization and ability to work as member of a team; • Must be physically fit so as to be able to participate in field missions.
Post N° 4:: RISK ANALYST (Grade P4-1) The successful candidate will assist in risk management under the supervision of the Head of the Department. The task will involve identifying, assessing, controlling and monitoring risks that the Bank may be exposed to within the framework of its activities. Master's Degree or MBA or its equivalent in Accounting, Finance, Banking or its equivalent; • At least 7 years professional experience in the analysis and management of banking risks; • Ability to identify, analyse risks and prepare financial projections; • Ability to calculate and control risk ratios and procedures; • Good analytical mind, sense of organization and ability to work as member of a team; • Must be physically fit so as to be able to participate in field missions.
Post N° 5 :: HEAD OF DIVISION, TREASURY (Grade P5-1 ) The successful candidate will, under the supervision of the Director of the Department, assist in keeping accurate and transparent records of the financial assets of the Bank, ensure compliance with the regulations on placement, reconcile the accounts of the Bank and keep basic information relating to cash-flow. • Master's Degree Management or its equivalent in Accounts, Finance and; • At least 7 years professional experience, preferably in the area of treasury management or financial risk management; • Familiarity with the dynamics of capital markets, financial instruments, foreign exchange operations and its attendant risks; • Ability to prepare clear, concise and accurate reports, as well as specialized working notes on financial issues; • Ability to supervise and lead a team of professionals and support staff in a multicultural environment.
